    Admiral Rikerimage allows the Feds to initiate battle against the Klingons; Admiral Leytonimage against the Dominion; and Captain Kirkimage against any non-Federation affiliation. These personnel have all proven useful, allowing the usually peaceful Federation to use its powerful ships in unprovoked attacks. Now meet Lon Suder, battle initiator extraordinaire. He allows the Federation to initiate battle against any affiliation, even the Federation, if only in personnel battle. Is the Federation up to the challenge? Well, with the Terran Empire personnel's hand weapon special downloads adding to the affiliation's pool of resources (among other things), it should be fairly easy to build a dangerous assault team with the help of only a few Non-Aligneds.

    In fact, Suder may act as Non-Aligned, suspending the battle restrictions of any non-Borg affiliation. So the Bajorans can attack the Bajorans, the Romulans ambush the Romulans, and so on. You need never have your personnel battle strategy subverted by your opponent playing the same affiliation you are ever again. In the Voyager environment, he can make the Vidiians as ruthless as the Kazon. Be prepared! In that format, there's a one in four chance your Vidiians will be facing another Vidiian deck.

    And let's not forget Suder's battery of skills: His Honor will prove useful to the ethically-challenged Vidiians. His Treachery will help you reach the four required by War Councilimage. The ENGINEER/Physics combo shows up on a number of dilemmas and missions in Voyager. And Biology has been a proven value for many expansions now.
