    Fans of the Federation have been waiting a while now for a Section 31 personnel to include in their decks. Here he is, with an extra added bonus: Admiral Ross can choose either his Section 31 skill or Honor at the beginning of each of your turns. That means one moment he can be a key element in a capturing strategy (by downloading cards through a Holding Cell Door or Security Holding Cell), and the next moment he can be out helping you solve missions with his more "conventional" skill.

    Admiral Ross has the skills one would expect from an Admiral: Leadership, Diplomacy, and V.I.P. classification. He also has Anthropology, making him perfect for Cultural Observation and helpful for a number of other missions. Of course, his rank gives you the benefit of free reporting to the Office of the President and downloading from Going To The Top.

    Combo:

    • Admiral Ross + HQ: Defensive Measures + Captain Kirk: The Admiral's Section 31 skill and the HQ objective allow you to initiate battle against any Federation targets, and Captain Kirk can take out anyone else. Together, you can attack anyone at any time, without using the three-way Treaty (and giving up a battle side deck).
