The dashing, brave resistance cell leader Shakaar Edon
makes a big return as First Minister Shakaar. Here we see a completely different side of this powerful man. He returns as a strong honorable leader of the newly liberated Bajor, rising from the ashes of the Cardassian occupation.
One of the major differences is the upgrade to a command star and a change in status from CIVILIAN to V.I.P. He also has a nearly completely different skill set than Shakaar Edon, including the uncommon skill of Law. However, his regular skills are not what will make you snatch him out of the binder and add him to your deck. That would be his special skill. His ability to let your Bajoran CIVILIANs report to him for free at the Chamber of Ministers
is almost as good as, if not better than, having a second Headquarters. The Bajorans have some very talented CIVILIANs in their population, including personnel with ENGINEER, SCIENCE, MEDICAL, and SECURITY, not to mention countless useful skills.
This brave, bold leader will make a worthy addition to any Bajoran deck.
