Answer Distress Signal is one of those sturdy, Fair Play-protected, any-ol'deck-can-solve-this missions. The requirements to aid a hologram-gone-berserk are no more than three of the most common personnel types in the game. Furthermore, every single affiliation, with Borg being the obvious exception, can attempt the mission.
Although there are numerous personnel that have two of the required personnel types, there is only one so far that gets the job done without the help of any Equipment or other personnel: Tom Paris. Use Delta Quadrant Spatial Scission
to make sure you've got him around to hear that plea for help and why not back him up with The Doctor
? Those possible 10 extra points are just too good to pass up and push this mission from the "reliable, but mediocre" into the "excellent!". Currently, there might be only just one -personnel in the Voyager environment, but the U.S.S. Equinox

and The Kazon Collective
offer that one Hologram to all affiliations.
