Apparently, the "uselessness" of Quark stems from his similarity to other Klingons already available - namely the Duras family. Both Lursa and B’Etor, and the big man himself, are Greedy Leaders. While none of the three have Honor, that skill is picked up easily enough by virtually any other Klingon.

The thing is, though, there's nothing wrong with having skills in multiple. That's what good decks are all about. You may lose a key personnel to an unexpected dilemma - but you've got someone else waiting to step up and fill their place. Greedy Leaders are especially good to have in multiple, especially in Klingon decks. Quark, Duras, Lursa, B'Etor, and Morag are just the five to call in for a Klingon K'Vort Armada. Each one of them can command a separate K'Vort on their own - and any one of them has the Greed you need to play Latinum Payoff on the ships you destroy.

As for Computer Skill, no Klingon that has it in multiple. In fact, only Data (Prem) (and his daughter Lal, should you set it up this way) has Computer Skill x2. You can bypass an Ancient Computer easily with Quark - this makes it an excellent "stopper" to put at an opponent's mission you plan to steal out from under them later, stopping any early attempts to redshirt it.

Finally, Quark's most special ability of all - his dual-affiliation. Later down the road, this could potentially have value for "espionage." Right now, it has value enough in allowing you to seed an extra outpost. An advantage enjoyed by the Federation and Romulans for a long time, now the Klingons can also seed that backup Neutral Outpost in their deck. This is of high value to the Klingon Armada strategy, giving you two bases of operations from which to launch an attack. You might also consider releasing Borg Ships deliberately at your own outpost, and going for the kill (either with sheer numbers or a Bynars Weapon Enhancement or two). 2 outposts means 2 Borg Ships. That means 90 points. From there, you're just one Arbiter of Succession away from victory, dilemma-free! And it's Quark that makes it all possible. After all, you could put Garak in a deck for a second outpost, but Garak does not help out an Armada deck beyond that service. He is not a leader (no Leadership or OFFICER), and he cannot fly a K'Vort class ship alone, because he's not a Klingon.

So when next you're considering a nasty Armada deck, you'll know who to call in to help rid the galaxy of those pesky hyu-mons. :-)
