General Order 24

Federation Federation Dilemma Dilemma

If the opponent has any character with Starfleet and Command, and if part of his mission includes an inhabited planet, you must take his strongest ship. If you do not fulfill the requirements for his strongest ship, do not do anything. This Dilemma can only be stopped if the player has the "Targeting the Nacelles" interrupt.
