    There's nothing like an insane, wraith-possessed Cardassian to round-out a deck. At first, Dukat is not all that impressive. With only two skills -- Transporters and 2 Treachery -- he will not fill many skill gaps. His attributes are the usual-for-Dukat two integrity, six cunning, and six strength. Where he really goes nuts is with his game text. If you do not have any cards in your discard pile, then he gains four cunning and strength, and cannot be killed by dilemmas. That's right, he's a personnel who laughs at Whisper in the Darkimage, shrugs-off a Tsiolkovsky Infectionimage, and won't bat an eye at Necessary Executionimage.

    Now you might think that his powers are limited because he can only receive the boost if there are no cards in your discard pile...which leads me to Dukat's Order: "Examine and remove two cards in a player's discard pile from the game. You may only do this once each turn." So, you're a player right? Why not empty-out your discard pile to gain a huge personnel for only two cost? Maybe you have several cards in your discard pile and need to boost Dukat this turn. You could play the B'tanayimage and clear out all the cards in your discard pile. You could also play Kira Nerys, The Intendantimage and grab out of your deck copies of the cards that you are about to remove from the game. Dukat becomes one more card you can add to your evil Bajoran deck, or any deck involving megalomania since he is Non-Aligned.

    One more thing. Since Dukat's text says "a player's discard pile," you can examine an opponent's. That's right, you can reach right in there and start chunking their cards out of the discard pile. This can be useful in several ways. When facing a Bajoran deck, there are several cards that key off of having certain cards in the discard pile, such as Akorem Laan, Revered Poetimage, Kira Meru, Comfort Womanimage, and Lenaris Holem, Bold Veteranimage to name a few. Dukat also keeps your opponent from replacing personnel selected by dilemmas like The Caretaker's "Guests". If your opponent is recycling their more powerful cards, like Kirk, Living Legend, you can make sure their retirement is permanent.
