Political Putsch (rhymes with butch) takes a different tack when it comes to dealing with events. Once you command two Bajoran-affiliation Treachery personnel (there are eleven to choose from as of Genesis), this one-cost event won't let either player play an event unless they have an event in their discard pile.
By itself, that game text might not seem too powerful. However, there's more to this Putsch; when played, it also removes from the game all the events from each player's discard pile. So, you'll have to get another event in your discard pile afterwards if you want to play events again. This can hurt event-heavy decks attempting to get started, such as the Romulans' Getting Under Your Skin

Naturally, this brings to mind the following thought: how are you going to get an event in your discard pile if Political Putsch is in play? There's always the Discard Excess Cards phase of your turn; just draw your hand up beyond seven cards, and at the end of your turn you can ditch an Event to your discard pile. You could play with personnel that require you to discard a card from hand when you play them. Dissidents come to mind in this situation. There are plenty of other options as well, but notice that once Events are in play, they are not affected by Political Putsch; if you don't like them, you'll have to come up with another way to get rid of them.
Once you command your pair of Bajoran-affiliation Treachery personnel – who won't be especially difficult to get if you use Winn Adami, Devious Manipulator
– you can start using cards like Cultist Attack
, Rash Aggression
, or The Text of the Kosst Amojan
. Cultist Attack will remove from the game all of the interrupts from both players' discard piles, while Rash Aggression will allow you to pick a fight with deadly precision. The often-underestimated Kosst Amojan is great for getting back from the discard pile some of those cards you might have placed there earlier.
This 'not so nice'-guy side of the Bajoran affiliation has potency, and the potential to catch an opponent off-guard... which is the perfect time to initiate a putsch of your own.
