When your Borg is stopped while attempting a mission, discard the top card of your deck to unstop one of your other stopped Borg present. The Borg you unstop joins the mission attempt.

Like information and technology, Borg drones themselves are simply another resource at the Collective's disposal - and the least limited of all of them.
