    Plays in your core. When your Cardassian personnel or Romulan personnel is about to be stopped by a dilemma at a Gamma-Quadrant mission, you may discard the top two cards of your deck (or an event from hand) to prevent that. You may do this only once each dilemma.

    "You're going to attack the Dominion, aren't you? You're going to stage a first strike against them before they can come into the Alpha Quadrant."

    Characteristics: prevent your personnel from beeing stopped by a dilemma, plays in your core, manipulate your deck, discard a specific card from hand.
    Requires: Cardassian affiliation, Romulan affiliation, Gamma-Quadrant Gamma-Quadrant mission.
